On August 22nd 2023, Enbridge and the NCC met to discuss

alternative sites for the relocation of the proposed Enbridge Control Station.

 

Enbridge was very receptive towards the community concerns expressed at the town hall meeting on July 12th and the comments on this petition.

 

 Enbridge will develop a new plan to minimize the initial proposed footprint while the NCC is looking at alternative sites. Both Enbridge and the NCC will meet later in September to discuss the new plan.

*The following information is the original Petition which describes the initial proposed plan.

 

ENBRIDGE and NGTL (Niagara Gas Transmission Limited) are currently planning a Relocation Construction for a MUCH larger Natural Gas Control Station on HILLSDALE AVENUE.

IT MUST BE STOPPED.

WHY STOP IT

  • It is in a designated Protected Conservation area (Ontario Heritage Conservation Act)

  • It can stay in it's existing location which has been serviced and accessible since 1985. 

  • The proposed site is 80X the size of the current site, will be fenced, paved and lit up.

  • The proposed location is in the Hillsdale Park, a park we all use and enjoy with its natural surroundings.

  • The site is designated to be preserved as “Open Space”, due to environmental considerations with McKay Lake and because it’s a park.

  • This site would drain into McKay Lake.

  • The proposed site is right in the middle of the Caldwell Carver Conservation area.

  • The project supports the expanded use of Natural Gas, which we should be using less of!

  • If for no other reason, Enbridge wants to build a maintenance facility in the middle of our public park!

WHO IT SERVES:

The entire reconstruction for this larger Enbridge proposed pressure station is, 100%, to provide and regulate the pressure of Natural Gas to Aylmer QC.

 

*SIGNING THIS PETITION PROMOTES THE LOGICAL SITE FOR RECONSTRUCTION (IF NECESSARY) OF THIS UPDATED GAS TRANSMISSION CONTROL STATION… WHICH IS EXACTLY WHERE THE CURRENT STATION IS LOCATED AT THE NORTH END OF THE RAVINE ADJACENT TO THE CORNER OF HILLSDALE AVENUE NORTH AND THE SIR GEORGE ETIENNE CARTIER PARKWAY

 

WHO SHOULD SIGN THIS PETITION?

  • All National Capital Region residents who care about protecting our sacred green space and support (when absolutely necessary) building utility and commercial infrastructure (buildings, power/pumping machinery, gravel parking, fencing, lighting etc) in locations that are hidden from obvious public protected lands that are meant for public use within the green space definition!

 

BRIEF HISTORY OF THE ENBRIDGE NOTIFICATION TO THE LOCAL COMMUNITY ABOUT THIS MASSIVE GAS TRANSMISSION CONTROL STATION:

  • In December 2022, only 4 residences within 125 metres of the newly proposed location received THIS one page Enbridge Control Station Relocation pamphlet/proposal dropped at their front door:

  • Essentially nobody in the Rockcliffe, Manor Park, Lindenlea, New Edinburgh and other adjacent residential communities who frequent this Caldwell-Carver Conservation Area and NCC protected green space knows anything about this massive gas transmission control station plan.

Enbridge WILL BE HOSTING A TOWN HALL MEETING ON JULY 12TH at 6:30 located at the Rockcliffe Community Centre on Springfield Rd.

News on progress August 21st, 2023.

 

Enbridge will meet with the NCC on Tuesday August 22nd to discuss alternative sites for the said proposed site on Hillsdale. This is very encouraging. All comments have been shared with Enbridge and the NCC. We are heard. The outcome of this meeting will be posted as soon as it it received. 

*Update following the meeting on July 12th.

There was a good representation from the community. Enbridge had a full panel representing all departments. Enbridge presented their plan, followed by a comment and question period.

 

The attendees  and  the Rockcliffe Park Resident Association unanimously rejected and opposed the proposed location. The consensus was to have Enbridge look at the other options that are readily available with the same process required for their proposal to the NCC. Enbridge will communicate with the NCC to express our concerns and suggestions on maintaining the existing location.

 

The NCC who are a major player in the land selection and approval for this project were a no show. Enbridge will communicate with the NCC to express our opposition and suggestion to maintain the existing location for the Enbridge Pressure Station which is at the end of the ravine (See Map).

 

There is still much work to be done. We need your comments! It is an important part of our representation of opposition. We encourage the flow of comments to be sent to Enbridge and the NCC (contacts provided below).

And please spread the word and sign the petition. We are adamant about protecting our open green spaces and parks for the future and upcoming generations.

  • The newly proposed Pressure Station is up to 80 times the size of the existing one. 

  • The existing station is in the north end of the ravine adjacent to the northwest corner of Hillsdale and the Georges Etienne Cartier Pkwy. 

  • The proposed location is on the west side of Hillsdale Avenue, south of Sandridge Road and immediately adjacent to Rockcliffe Park residences on Lakeway and Hillsdale, the Caldwell-Carver Conservation Area and the NCC protected Green Space. (See Maps attached)

  • It is actually on NCC land. The NCC approved this location upon a request from Enbridge without any public consultation.

  • The proposed new Natural Gas Station will have secondary buildings, a parking area, lights and a fence.  

  • The entire reason for this larger facility is 100% to provide higher pressure and higher volumes of natural gas to Aylmer QC.

  • The consensus is to not accept this proposed location. It has been suggested by all who now have more knowledge to keep it in its original location as described above! (See Maps attached)

Why not build it in the community that needs the gas - Alymer, I believe, is the name of the town.

So, the proposed site is zoned O1 which is "parks and open space" in a conservation area. The proposed use is clearly against the purpose of the zone.


Could an acceptable site be somewhere like this?

It seems to be outside the conservation area, zoned L1 ("leisure", slightly less restrictive), on a flat spot, and wouldn't require any cutting of trees. Their proposed piping could remain largely the same, and if enough trees were planted around the site it needn't be such an eyesore.


Less of a zoning breach, likely less of an environmental impact, requires no chopping or heavy grading, and results in a good opportunity to add more greenery around it.

All I want is for the process to be made public. Environmental impact assessments should be produced for _both_ locations, and the location with the lowest overall impact on wildlife in the area should be chosen regardless of whether it costs Enbridge more or not.

Why would additional polluting natural gas ve required or even allowed in Quebec? We need to wind down ng. Not increase it's use. Can people not connect the dots? Climate change is a result of fossil fuel usage. ng is fossil fuel. Quebec has the world's least cost and least polluting electricity. When coupled with heat pump, heating with electricity in Quebec is the cheapest way to heat. Is this post for real? We (people) can't possibly be this uninformed as to accept this proposal.

This opposition is silly and misguided. The current location of the OEB path and control station is far less preferable to the proposed location, which will result in the infrastructure moving farther away from the portions of the park that people actually use. I look forward to the green space that will be reclaimed as a result of moving the location of the control station to a far superior, far less impactful, and objectively preferable location. I look forward to doing all I can to undermining those who oppose this.


It’s also very odd how much emphasis is placed on singling our Aylmer, QC. Is this supposed to be a wedge to whip up anti-Quebec sentiment? How dated…

I was born and raised in Quebec. This is not anti-Quebec sentiment. However, I do object to building a larger control station on NCC property and ruining such a lovely, tranquil park that I use almost daily. I don’t know what the NCC was thinking, if they think at all

Everyone here needs to grow up and realize that infrastructure is needed. Stop opposing everything that is actually beneficial to anyone that isn't directly in the area.

What is the NCC thinking, or clearly not thinking at all. Why put a structure such as this in a place of natural beauty, within a heritage district. I'd be very suspicious if approval is given for such a large structure that will be an eyesore on the landscape. Why, why, why

This location falls into the Rockcliffe Heritage District passed by the city of Ottawa and officially recognized by the Ontario Heritage Act. Devasting to even have to fight this. NO! NO! and NO!!!!

Is anybody thinking here? That is a protected green space in a residential area. I walk by there everyday. NO to this nonsense. Keep it where it is. Down where no one will see, hear and smell it!!!! Shame on you NCC!
